Angeles City has recently achieved the prestigious ISO 9001:2015 certification for quality management excellence, a remarkable milestone that reflects the city government’s commitment to delivering world-class public service. Under the leadership of Mayor Carmelo “Pogi” Lazatin Jr., the city has consistently maintained ISO certification for over 22 years, demonstrating its dedication to high standards of service and governance.
The ISO 9001:2015 certification is an internationally recognized standard for quality management systems, affirming that the city’s public service operations meet rigorous international criteria. Mayor Lazatin expressed his heartfelt gratitude to the dedicated employees of the city government, acknowledging their tireless efforts in achieving this prestigious recognition.
Mayor Lazatin also commended the city’s Quality Management System (QMS) team, led by Chrysalene Cunanan, for their leadership and commitment in guiding the city through the certification process. He emphasized that this accomplishment is a reflection of the collective effort to improve the lives of Angeleños by ensuring efficient, transparent, and effective public service.
Issued by Certification International Philippines, Inc., the ISO 9001:2015 certification is valid until November 2027. The certification covers a wide range of critical public services in Angeles City, including business permit processing by the Business Permit and Licensing Division (BPLD), real property tax orders of payment by the City Assessor’s Office, civil registry services, and permits and certifications issued by the Office of the City Building Official.
The achievement builds upon Angeles City’s history of excellence in governance, dating back to 2002 when former Mayor Carmelo “Tarzan” Lazatin, father of the current mayor, pioneered the full computerization of revenue-generating offices. This initiative made Angeles City the first outside Metro Manila to achieve an ISO-certified system, laying the groundwork for the city’s continued success in public service.
IC Calaguas, now Mayor Lazatin’s Chief Adviser, was instrumental in the success of the computerization program, which played a key role in ensuring the city’s systems met the standards for ISO certification. The initiative set the foundation for a long-standing culture of excellence in governance that has been maintained and built upon by the current administration.
In 2022, the city further strengthened its leadership in good governance by achieving the ISO 9001:2000 certification for business permit processing, reinforcing its position as a model for other local government units in the Philippines. This continued commitment to quality management has cemented Angeles City’s reputation as a leader in efficient and effective public service delivery.
