On January 29, 2025, members of the City Veterinary Office presented a Certificate of Accreditation to Barangay Lourdes Northwest Captain Nicanor Soriano for its newly established animal pound. This accreditation marks another milestone in Mayor Carmelo ‘Pogi’ Lazatin Jr.’s initiative to ensure the welfare of animals, particularly stray cats and dogs, across the city. The mayor had previously directed all barangays in Angeles City to set up animal pounds to address the growing issue of stray animals.
Barangay Lourdes Northwest becomes the seventh barangay to receive accreditation for its animal pound, following the successful accreditations of Barangays Cuayan, Sapalibutad, Pandan, Margot, Tabun, and Ninoy Aquino. Dr. Christian Xyric Arcilla, the City Veterinary Officer, confirmed that other barangays are on track to receive their own accreditation, with the City Veterinary Office working diligently to ensure all areas are equipped with proper facilities for animal welfare.
In addition to the accreditation process, the City Veterinary Office will also provide training for barangay staff on the proper management and operation of dog pounds. These trainings aim to equip staff with the necessary knowledge to care for animals in accordance with city policies and best practices for animal welfare.
The city’s animal welfare program has also gained attention for its Angeles City Dog Pound and Animal Shelter, which was recently reaccredited by the Bureau of Animal Industry (BAI). This facility is notable for being the only no-kill animal pound in Pampanga and the second in Central Luzon to operate with a certification from the BAI. This certification allows the city government to closely monitor and regulate backyard pet breeders while ensuring humane treatment for animals in need.
Mayor Lazatin’s administration continues to demonstrate its commitment to the ethical treatment of animals, with efforts focused not only on addressing stray animal populations but also on promoting responsible pet ownership within the community. Through these animal welfare initiatives, the city is setting a standard for compassion and accountability in animal care.
The accreditation of Barangay Lourdes Northwest’s animal pound is seen as a significant step toward fostering a more inclusive and compassionate community for both residents and animals.
