ANGELES CITY — In a proactive move to ensure clean and fair elections, the City Government of Angeles officially activated the City Committee on Kontra-Bigay on March 28, 2025. This committee was formed to combat vote-buying, vote-selling, and the misuse of government resources during the election period.
Spearheaded by Mayor Carmelo “Pogi” Lazatin Jr., the committee brings together representatives from key agencies, including the Commission on Elections (COMELEC), Department of the Interior and Local Government (DILG), Philippine National Police (PNP), City Prosecutor’s Office, and civil society organizations.
The activation of the Kontra-Bigay Committee aligns with national directives and is part of a broader campaign to uphold the integrity of the electoral process. The committee is tasked with monitoring suspicious election activities, conducting investigations, and initiating legal actions against violators.
“We want to assure our people that Angeles City is serious about protecting the sanctity of their votes,” said Mayor Lazatin. “Vote-buying and vote-selling undermine democracy, and this committee will take swift action against those who attempt to exploit the system.”
The committee will also launch information drives to raise public awareness on the dangers of electoral fraud and encourage citizens to report illegal practices. Hotlines and dedicated help desks will be made available to accommodate reports and concerns from the public.
Regular coordination meetings and surveillance operations will be conducted during the campaign and election periods. The PNP will play a vital role in intelligence-gathering and enforcement, while COMELEC will provide legal guidance on election-related violations.
With the Kontra-Bigay Committee now in full operation, Angeles City continues to show its strong commitment to transparency, accountability, and democratic values, ensuring that every vote truly counts in the upcoming elections.
