Angeleños now have a unique opportunity to own affordable homes through the Pambansang Pabahay Para sa Pilipino Housing (4PH) Project, designed to provide low-cost housing options for residents. Each housing unit, measuring 27 square meters, is priced at P1.23 million, with an additional P400,000 for a parking slot. This initiative, aimed at giving citizens access to decent housing, is being supported by the national government through subsidies to make it more affordable for local residents.
Mayor Carmelo “Pogi” Lazatin Jr. highlighted that this project presents a lifetime opportunity for Angeleños to secure quality homes. He emphasized that the national government’s subsidy ensures that these units are within reach for low-income individuals, making homeownership a reality for more people in the city. The project is also complemented by a low-interest rate on housing loans, available through the Pag-IBIG Fund, which is already recognized for offering some of the lowest rates in the market.
On February 27, 2025, Mayor Lazatin led the groundbreaking ceremony for the 4PH project in Barangay Mining. The event was attended by several prominent figures, including Pampanga First District Representative Carmelo “Jon” Lazatin II, Vice Mayor Vicky Vega-Cabiting, City Council members, and officials from the Department of Human Settlements and Urban Development (DHSUD). They gathered to mark the beginning of a project that will significantly impact the housing landscape of Angeles City.
During the ceremony, Mayor Lazatin expressed his excitement, stating that the project would provide significant benefits for Angeleños. “This is a big help for our fellow citizens to own their homes that are safe, decent, and centrally located within the city,” he said. His remarks underscored the city’s commitment to improving the quality of life for its residents, especially those from lower-income families.
The 4PH Program aims to provide affordable homeownership opportunities to low-income Angeleños, with units being subsidized through government support. The collaboration between the city government, the Department of Human Settlements and Urban Development (DHSUD), and Pag-IBIG Fund makes this possible, offering lower interest rates and flexible payment schemes to ease the burden on future homeowners.
The housing project will feature 10 six-story buildings, each consisting of 245 residential units. This brings the total number of units to 2,450, offering ample housing for qualified beneficiaries. Additionally, the site will include 200 parking spaces for cars and 680 slots for motorcycles, ensuring convenience for future residents who own vehicles.
Beyond providing affordable housing, the project also aims to improve the living conditions of the residents by offering essential amenities. These include a village clubhouse, a village market, and a transport terminal, which will help meet the daily needs of the community and ensure residents have easy access to services and transportation. This initiative is expected to make a significant impact on the lives of Angeleños, providing not only a home but a thriving, well-equipped community.
