ANGELES CITY — The Angeles City Waste Transfer Station, located in Barangay Capaya, has earned recognition as one of the best waste management facilities in Central Luzon. Yves Yshmael Balagtas, the Ecological Solid Waste Management (ESWM) Pampanga Focal Person of the Department of Environment and Natural Resources (DENR) Region III, commended the station for its adherence to environmental standards. According to Balagtas, the facility stands out for being clean, well-maintained, and organized.
Balagtas’ praise follows an inspection prompted by a complaint from Barangay Capaya Kagawad Rio Rapada. Rapada had raised concerns about unpleasant odors and noise generated by garbage trucks operating in the area. In response, City Environment and Natural Resources Officer Jenifer Castro, together with Environmental Management System Head Francis Pangilinan, invited DENR officials to conduct a thorough assessment of the site.
On March 5, 2025, an on-site inspection was carried out by Castro, Pangilinan, Balagtas, and other DENR personnel, including Environmental Monitoring Officer Elyza Evilla and ESWM Staff Jun Guillermo. Barangay Capaya Kagawad Rio Rapada was also present to participate in the inspection. The group reviewed the station’s operational practices and evaluated whether it met the required environmental regulations.
The inspection confirmed that the facility not only met the necessary standards but in some cases exceeded them. Pangilinan reassured the public that the transfer station employs effective measures to minimize any disturbances. Regular use of organic-based disinfectants on garbage trucks helps neutralize odors, while drivers have been instructed to turn off the beeping sounds of their vehicles to reduce noise pollution.
The establishment of the waste transfer station in Barangay Capaya was aimed at improving the overall waste management system in Angeles City. It plays a significant role in streamlining the waste collection process and promoting better sanitation practices across the city. Through its efficient operations, the facility has helped alleviate garbage buildup on major roads, contributing to a cleaner and more organized urban environment.
Mayor Carmelo “Pogi” Lazatin Jr. emphasized the importance of the station in ensuring the city’s waste management operations run smoothly. He highlighted that the transfer station is a key component in reducing the impact of waste on public roads and improving sanitation efforts across the entire city.
In the coming days, the DENR will release a detailed report of the inspection, which is expected to further outline the positive aspects of the facility. Local officials remain committed to maintaining high standards of cleanliness and order within the waste management system, ensuring that the station continues to meet the needs of Angeles City residents.
