ANGELES CITY – Mayor Carmelo “Pogi” Lazatin has called the appointment of Irish “IC” Calaguas as a Department of Transportation (DOTr) Assistant Secretary a “win-win” for both the agency and the people of Pampanga.
Calaguas, a native of Angeles City, was recently named Assistant Secretary for Right of Way Acquisition for Rail and Road. Mayor Lazatin expressed pride in her new role, noting her strong connection to the community and proven dedication to public service.
“IC is deeply rooted in our community and has shown her commitment since the time of my father,” said Lazatin. “With her help, and the leadership of Secretary Vince Dizon, I’m confident the Malolos-Clark railway will be completed by 2028.”
The mayor emphasized that Calaguas’ familiarity with local communities will greatly aid the right of way acquisition process. He believes her strategic skills will lead to faster progress on the railway project, which will benefit residents across Central Luzon.
“Her hands-on experience and closeness to the people make her the perfect person for this role,” Lazatin added. “We’re lucky to have someone who understands both the technical and grassroots side of the work.”
Earlier this week, DOTr Secretary Vince Dizon reaffirmed the agency’s commitment to speeding up the construction of the North-South Commuter Railway (NSCR), particularly the segment connecting Malolos and Clark. The goal is to complete the line within the next three years.
Once operational, the railway is expected to reduce travel time between Malolos and Clark to just 30 minutes, a major improvement that is seen to significantly boost economic activity and ease mobility in the region.
