On February 18, 2025, Executive Assistant IV Reina Manuel conducted an ocular inspection in Barangay Mining to prepare for the groundbreaking ceremony of the Pambansang Pabahay Para sa Pilipino (4PH) Program. This significant initiative by the Department of Human Settlements and Urban Development (DHSUD) aims to provide affordable and decent housing for Filipino families. Joining Manuel on this crucial inspection were key officials including Gender and Development Officer Mina Cabiles, Environmental Management System Head Kiko Pangilinan, General Services Officer Evangeline Malonzo, and Information and Communication Technology Division Chief Michael Lising, among others.
The ocular inspection focused on assessing the site for the 4PH housing project, which is expected to benefit hundreds of families in Angeles City. The inspection was a collaborative effort that involved various city officials, including City Engineer’s Officer-in-Charge Helen Ayro and Engr. Angelo Tayag from the City Engineer’s Office (CEO). This project is part of the national government’s goal to address the housing backlog and provide a better quality of life for low-income families across the country.
Mayor Carmelo “Pogi” Lazatin Jr. expressed pride in Angeles City’s inclusion as one of the beneficiaries of the 4PH Program, describing it as a major milestone for the city. He commended the initiative, which he believes will contribute significantly to improving the living standards of many residents in the area. The project is a testament to the commitment of President Ferdinand Marcos Jr.’s administration to ensure that every Filipino family has access to decent housing.
As part of the project, ten six-story buildings will be constructed in the city to accommodate qualified beneficiaries. The development will provide much-needed affordable housing for families who are currently residing in substandard or overcrowded conditions. The housing units will be designed to ensure a safe, comfortable, and sustainable living environment for its future residents.
The 4PH Program is a flagship project of the DHSUD that aligns with the government’s broader goal of promoting inclusive urban development. By providing affordable housing options, the program aims to address the housing crisis that affects millions of Filipinos, particularly those living in informal settlements and urban poor communities. The groundbreaking ceremony for the Angeles City site is anticipated to be a historic event, marking the start of a transformative housing project for the local community.
The collaborative nature of the ocular inspection demonstrated the commitment of local government officials and agencies to ensure the successful implementation of the 4PH Program. Through their collective efforts, the project is set to provide a lasting impact on the lives of the city’s residents. With the support of DHSUD, the local government, and various stakeholders, the housing development in Barangay Mining will soon offer a brighter future for qualified beneficiaries.
In conclusion, the ocular inspection of the 4PH housing project in Angeles City represents a significant step towards fulfilling the vision of a well-housed and empowered Filipino population. As the project progresses, the collaboration among government agencies, local officials, and other stakeholders will be crucial in ensuring its success, paving the way for more Filipinos to have access to decent and affordable homes.
